Correct - but it's worth noting that Allah (swt) uses the Arabic present/future tense in this verse:
يَهْدِى
So 'to guide' would become 'He guides'.
Meaning that this still applies to today and the future. Other verses of the Qur'an also corroborate this:
فَمَن يُرِدِ ٱللَّهُ

By this logic, the Prophet (sa) and his Khulafa (ra) should've tried to emulate and copy the Roman & Persian empires in order to catch up with them in worldly progress.

Consistency is key.
In any pursuit, be it education, physical fitness, professional work or creative endeavours - staying consistent is what compounds into results.

Free Healthcare for All
In 872, Ahmad ibn Tulun, the ruler of Egypt, established a hospital in Fustat by spending 60,000 gold dinars.
