I get the idea, but it would be more productive to identify frequent destinations and times of those arrested and then expand trolly or shuttle service to entice people not to drive in the first place. Or partner with uber/Lyft to offer very cheap rides to and from the area.

Railroad crossings in Japan often have little arrows next to the track that light up and let you know which way the train is coming. While not a perfect solution, this small improvement could greatly improve safety at at-grade crossings
From the Brightline Safety and Security Team: Railroad safety is a community wide effort. For everyone’s safety, never drive around crossing gates when they are down.
