@AlohaEd1 Congress appropriates funds. It does not approve individual grants.

Many of the grants made by USAID were inappropriate in my view but they were based on the Biden Administration’s policies. Therefore, many could view them as waste but that does not mean that they are illegal. USAID needs to get back to its original mission of providing food, water, medicine and other life saving items to underdeveloped countries. I am sure there will be more audit activity related to their work.

@AlohaEd1 They issue individual reports all the time. The High Risk Report is a government-wide report that is issued at the beginning of each new Congress.
