Annnnnd - conceiving of, introducing, and passing legislation is very clearly not the only job of a member of Congress. It's just one part of it. It's also the case that ideas get wrapped into other bills via amendments and mark ups.

Georgia has had "no-excuse" absentee voting for 15 years.
Some other states instituted it during the pandemic.
After the high voter turnout of the 2020 election, GA Sec.
Raffensperger endorsed eliminating it.

I just finished reading all 350 passages about masks from Republican official e-newsletters sent from May-mid July 2020 and not a single one of them is anti-mask.
