The age gap is the reason behind this. Once a player gets to a certain overall with EAFC/FIFA then the team who are involved with the scouting of players usually lower the overall or maintain it.
It isn't based on performance at all.

People should realise that the pace of the Bundesliga is a lot slower than the Premier League. Not just the speed of the game but the speed of the defenders too. You won't have defenders hitting speeds like Kyle Walker for example.
