It's 38 years ago today that Sir Geoffery Howe wrote his infamous memo about the managed decline of Liverpool. The Tories went on to implement this. Liverpool's fortunes were transformed by two things: EU Objective One funding in 1994 and the Labour government in 1997.
Since Liverool became place to introduce a city-wide landlord licensing scheme in 2015,
● 70% of homes inspected have been found to be defective.
● 25,000 compliance actions taken
● 2,500 legal and fixed penalty notices
