There’s a technical reason for this, the PS2 had extremely high pixel fill rate / bandwidth for the resolution it was played at. It was so so high for the resolution that it was practically a free effect that could be used on the system without any kind of performance lost.

4k maybe but I'm doubtful about going higher than 60. PS2 games often have game systems tied to the frame rate.
There's really no excuse for MGS2 not having 60 due to it running at 60 natively on PS2.

In fact, there were several other games that are like this biggest example would be Silent Hill 2.
Likely they removed the effect because it was too much for the PS Vita. PC version is also just a simple port of that PS Vita build.
