TLDR; you can’t judge them by how they explain themselves. You can’t judge them by your own standards. They’re not like you. We want to think the best of people. Thinking «They couldn’t possibly have meant…» is exactly how they get away with this stuff.

Maybe it's like Trump driving around in a dumpster truck, in support of his followers being called garbage. They're being called nazis by everyone, so maybe he thought it would be fun to salute them as such. Whatever it was, it was in very bad taste and he should be ashamed.
