The officers had seconds to attempt to save the horse and the officer and the passers-by.
The dog owner is lucky that they didn't shoot the dog, which they could have done with the justification seen in the video.

Capitol police fired rubber bullets into the J6 protestors and they fired tear gas behind them, in the middle of them, and right into the front of them. They provoked the violence.

If the horse was injured, then it might have to be put down. If it escaped, it could have injured someone else, caused a vehicular accident, etc..
