Many insurmountable challenges 2 bringing case so early (to defense, to gov and to court), but when devising your theory know that the more obvious conclusion is that the information did not get to the assigned prosecutors or line agents or they would have turned over to defense.
It's about understanding the scope of the problem. Without full disclosure, we may not grasp the true extent of the wrongdoing during a crisis or conflict, hindering our ability to root out corruptive influences and prevent similar issues in the future.
