I feel most of the Programs should mention one additional criterion that is sufficient at times:
- To have known somebody in the Program.
I doubt if any programs provide a holistic review of applications and invite candidates based on merit only.

Nothing hurts an applicant's feelings more than getting their applications ignored.
After working and mentoring with over 4,000 research applicants, I feel closing the deal on a clear and transparent note is more appreciative than keeping an applicant anticipative about the IV.
