By far the most cost-effective way to improve birth rates would be to regulate social media so that young women's feeds were shown more baby-related content. You'd need to square up to Instagram etc but that sounds easier than forking over mad sums on tax breaks that don't work.

I've never heard anyone propose this. Fertility is a social / lifestyle issue. There is so much lifestyle slop on feeds about travel, consumption, dogs. Just pay to get babies in front of women's eyeballs, show that it's the done thing. 'Child tax credit' doesn't work.
