On top of that Putin's talk of peaceful resolution involves Ukraine accepting some type of responsibility in the war and handing over their territory which is RIDICULOUS, Ukraine hasn't been a saint..

Russia invaded Ukraine and reeked havoc on the general population and destroyed homes and cities cuz they felt they could just take it. Russia was in Ukraine territory for over a year until they were pushed back

The rules in place are old but still heavily enforced.
