@JeffRigsby2 I think the evidence cited by Le Monde is weak. Surely it was not local people, that does not mean it was Daesh. There are many gangs in Afghanistan, quite a few of them active in mining operations . Why do we need to assume Daesh is needed to activate professional smugglers?

@JeffRigsby2 As for Balkh and the south-eastern provinces, I think the Reuters article refers to more recent times, although I have not seen much evidence of their activity in the southeast.
