My experience with Y HW3 V12.6.3 and CT V13.2.6 aligns with what you described. The Y is way better than the CT—I notice the issue far more on the CT, especially in Standard or Hurry mode, where it tends to tailgate occasionally but not consistently. One thing I still do better than FSD is anticipating slowdowns when traffic ahead is braking. Like in your case (see video below), my CT didn’t start slowing down until late, triggering a big forward collision alert. That’s when I had to hit the brakes—hoping the driver behind me did the same.
