I legit hung around a former Nazi scientist in the US when I was a kid just for the chocolate he'd get sent to him from Europe (I was little - and had a sweet tooth). It was a million times better than the US Hershey's plastic-tasting chocolate.

I'd guess the policy of putting a demographic on a higher pedestal than others is linked to funding. They prioritized funding over the safety of the students in their care. A school is a business. Each child brings in a certain amount of tax $, some kids bring more than others.
