Known as "Family Fun Creator" or simply "Creator", but his official name is 快樂老人 (a happy old man). The trademark was filed in 1983 and AFAIK it's the earliest ever mascot character designed for bootleg games. That's the reason I recruited him for our icon with much respect.
One of my friends kindly refined my icon. Btw, he's originally the trademark of Bit Corp.: the legendary Taiwanese bootleg console manufacture which was gone a long time ago.
