Again, this is just a lot of people (I wouldn't even call it a majority) disagreeing with what USAID does. I truly don't see how it's been failing to do what was told it was going to do.

USAID and other agencies don't have the staff to manage every grant, so they hire other organizations who do subawarding processes. It's entirely normal, but they still need to report back.
