oh, I was speaking from the context of 15%. If you gutted it to 15% you would still get the Grant Funded to you by the Institute, which comes from the tax payer; however they can supply the rest. Most research institutions are not funded by grants alone. They're funded by the University as well as, private interests, and corporate conglomerates. Not all funding needs to come from the tax payer. when the tax payer does not receive the first benefit ... unless it's a gain of function attack on the people to push a VACCINE... which was also funded by the tax payer...
