This has remained the core Nehru model of the Congress. In contrast, V.D. Savarkar, an anti-caste ideologue, envisioned “Virat Hindutva” as an inclusive framework where Dalits, backward classes, Buddhists, Sikhs, Jains, and others were integral participants. His concept of Hindutva excluded only those whose sacred sites (Punya Bhumi) and ultimate allegiance lay outside India.
