@aseidman I think with many of the agencies if we got rid of 90% of the people (ideally with decent severance) but paid 3X salaries for the remaining 10% things would run much better. Also need to set budgets in a way that doesn’t map to # of people at the agency.

Maybe my understanding is wrong here then - I assumed this article was about people who didn’t get a slot disrupting things or going over allotted time?
