Dial storage is useful on reaction to an opponent's parry. Shulk's reverse nair is safe on shield, but on parry Fox can punish it with a dash attack. However, the Shulk player can react to the parry freeze frames and opt to use dial storage to stay safe.

Just tested it out, and this is indeed a stealth change. Air vision now gains iframes on the frame the counter is triggered.
Previously, Shulk had no iframes on frames 1-8 of the swing.

Nair > Dair is typically Shulk's best way of dealing damage in Speed Art. It does about 20% and sets up a tech situation, and Shulk can techchase really well in speed. If you want to send your opponent back to the stage, just RAR the dair.
