There are ca 10-30% of employees in every public institution that do ALL THE GOOD WORK. Don’t fire those, but increase their salaries & budgets! The rest are free-riders or people that do either nothing or are busy with tasks that don’t add value (& often hinder the institution). These people & tasks should be GRADUALLY removed or replaced with AI/automation & lean processes. You have 4 years to do this - do not rush it too much otherwise you can completely paralyse the system. I have seen that happen in some institutions - new director with good intentions but rushed execution comes in, orders blanket job cuts and loses the BEST people as a result (because free-riders want to continue free-riding, right?) Good luck, @elonmusk but please … don’t alienate those 10-30% that actually make the system work. Get rid of free-riders and dead meat. 🧠
