Kishimoto never claimed that he was inspired from kurapika, but he mentioned reading hiei character so that he could make a "cool" character, which he couldn't make, he even mentions sasuke sharingan being inspired from him and some of his moves and techniques.

I would like to add more, Kishimoto made this manga even before Naruto pilot manga in 1995, he showed a Sasuke lookalike in this manga, or should I say Sasuke, he introduced Chidori in it.
