There were more bosses to use in 4, actually more characters overall which were kept gated to make you want to replay it. The ones in 3 honestly played like ass, and just felt like the devs having fun because they weren't fully fleshed out characters like the ones in 4. And I didn't say 3 didn't deserve its flowers for what it got right. But from my POV what it got right was so little in comparison to what 4 got right and 4 was from an entirely different studio.
