You can return it if you don't like it. People that had the SKIP button in HD2 and played for 2 months no longer can return it.
It's not about having the account, it's about removing a requirement and then putting it back up after the fact.

A person buys ER and beats it. They thought it was hard. They see the reviews for DLC saying it's hard.
The consumer then gets to decide if that opinion is worth considering or not. That is, wait for it, constructive towards the purchase decision.

1st is consistency. When you have an infrastructure for evaluation, adding new workloads into the mix can add confusion to the data and as you said, retesting of lots of product. Imagine retesting 2-3 generations of hardware when a new "fad" game comes out 1/x
