Well from what I understand, most colleges are funded through state government programs and bigger schools will always get the money in the end. This is common in a lot of states with HBCUs and if the big bucks are at the PWIs, HBCUs won’t get as many students bc the 1/2

PWIs will have all the programs and are typically D1 as well. That then forces HBCUs to raise tuition to make up for lost revenue which actually doesn’t help them anymore. Students can’t pay for that so they’ll go somewhere with more scholarship available (PWIs) 2/2
