1. The Delta variant is significantly more transmissible.
2. The vaccine may reduce transmission but it does not prevent it.

I don't understand why they don't reduce the standing charge and instead put an escalating charge for the more you use. Higher users would pay more and hence have more of an incentive to implement energy efficiency measures.
