In my 35 years in systems implementation & migrations, one thing I’ve learned, software engineers don’t know business data and context. They need analysts to tell them what is needed. I haven’t heard of any analysts, specifically any from the agencies

No. There’s no context to any of it. IT engineers don’t do forensic audits of financial information. Auditors and accountants do. Geez. 🙄
