The difference between the original .bitmap namespace and the second .plot layer using Bitmap Theory is the introduced claim difficulty (more skin in the game) and a designated token ($PLOT) from the start and arguably the first to use DMT (Digital Matter Theory) before coined.

In July I spent an night designing a Non-Arbitrary Token (NAT) project using non-blockchain data. Instead it uses Unicode Consortium Standard for Emoji data.

There is no rule that only you can build within the blocks that you own. You can let others "build" in your block if they want to, if they are incentivized to, if they benefit from doing so. Either way, block owners can decide on their own economic models, terms, conditions.
