Having worked in maintenance for sometime especially in government buildings you would be surprised some things I've seen. Firstly I used to work for a certain air force base in Missouri and I'm sure they had a budget for supplies but they would make us pay for it and then the soldiers would take our toilet paper thinking it was for free bought and paid for by tax payers. I've seen a lot of places do this little trick or buying solution in bulk but marking down that they bought pumps this is just a way to pocket the cleaning budget. It gets a bit dangerous when you realize they would dilute the germX during flu season and even during the covid lockdowns
