So, for those who would like an actual answer here: Much of Biden's student loan forgiveness was achieved through Public Service Loan Forgiveness, which existed before he entered office. He made changes around the edges of the program so that people could still qualify even if they hadn't been enrolled in exactly the correct income-based loan program, as long as they had made enough payments while in a public service or nonprofit job. He was also more aggressive about forgiving loans from for-profit schools that were shut down or otherwise found to be fraudulent. (How to do that was spelled out in statute, though). Unlike the big forgiveness program that got struck down, or the SAVE plan that was blocked, neither of these moves ere ever challenged. the court doesn't give advisory opinions — if nobody sues, you can go ahead.
