Surely an independent institution that itself offer training on developing business plans could be a bit leaner and fitter in developing its plans than HMG?

@dc_lawrence Ok, Apart from Oxford to Bletchley rail line, as all of these are nationally important infrastructure projects where are the DCOs for all of these? Or is it a wish list not actual legislation for the compulsory purchase and planning approval needed to build them?
