@NateSchatzline Is the increased allotment for SPED accompanied by obligation to admit students receiving special education services? An extra 1.5k/year works out to < $8.33/hr for specialists, not nearly enough to fund the aides and specialists needed to admit them.

So if we want to take it at the most literal, it's a crime to encourage someone without authorization to come *TO* the US without entering? How is that possible? What would it mean to come to and not enter?

@DeshadaRenada @Nick_Jay_D @cowgirl_bebop @BadLegalTakes What's the difference between "come to" and "enter" in this case? if we consult sources contemporary to the code, "to reside" language was added to address encouraging people to overstay a visa, that is, they had authorization to come to and enter, but not no longer to reside.
