Imho, we can't assume people will pay attention at all times. We have to design a graceful accelerated slowdown to stop the vehicle as soon as it runs out of options if adverse event evasion fails. Which means longer look ahead times is critical. If look ahead falls under a threshold make life hell for the driver with loud alarms.
