ReVeLuvs have already correctly identified the numbers as teaser release dates.
In in Western musical notation, stacked numbers at the start of a piece of sheet music are called ‘time signatures’ and basically tell us how to interpret the rhythmic notations on the page. (3/4)

The main thing that jumps out to me as a possible sampling is the percussion.
The main lower pitched percussive sample in L&R’s verses + choruses also runs throughout all of Cupid Shuffle. They have the same hi-hat rhythms at times (8th notes) and clap sound on beats 2 + 4.
