Key word here is “legitimate” power. It’s why we have laws and courts and, yes, judges.
If a judge tried to tell a general how to conduct a military operation, that would be illegal. If a judge tried to command the attorney general in how to use her discretion as a prosecutor, that's also illegal. Judges aren't allowed to control the executive's legitimate power.

I’d like to propose that unelected bureaucrats not be allowed to indiscriminately slash and burn government programs and destroy countless lives.
I’d like to propose that the worst 1% of appointed judges, as determined by elected bodies, be fired every year. This will weed out the most corrupt and least competent.

Yes. And I’d say “would” not “could” because it means an extra obstacle to registering and a big administrative burden for election officials. It also perpetuates the myth that noncitizen voting is a big problem.
