Really, it was the early 1900s through the ‘30s and beyond. In that period, Jews very widely discussed how alien they felt among gentiles, and how they despised the mores of gentile society. This is all set out very well in John Murray Cuddihy’s book “Ordeal of Civility: Freud, Marx, Levi-Strauss, and the Jewish Struggle With Modernity.”

I think this is part of the story. However I think part of it is also that the water acts as a form of white noise for the physical senses other than hearing. It allows one to forget completely about one’s body almost as if in a sensory deprivation tank, but it’s a sensory white noise tank. I find a similar effect from running my hands under warm running water.
