@imcorinnemec @MichelleMaxwell The section and article I cited is a part of the original constitution, so yes they did have the right to lay and collect taxes. This article was ratified by 9 of the original 13 states in 1788 and went into effect in 1789. Capiche?

@MichelleMaxwell @imcorinnemec Also, article 1 section 8 states: “The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises…” It literally states Congress has the power to impose and collect taxes, that’s what this sentence means.
