Productive meeting today in Tripoli with H.E. Vice President Abdullah Al Lafi, discussing key developments and the @UNSMILibya-facilitated political process. I reiterated the #EU’s commitment to supporting an inclusive reconciliation process that paves the way for lasting unity and stability. We also emphasized the urgent need for a transparent, sustainable unified budget to safeguard #Libya’s economy and households.

الطاقة ومصادر الطاقة المتجددة هما ركيزتان أساسيتان للتعاون بين #الاتحاد_الأوروبي و #ليبيا وأولوية قصوى في برامجنا الثلاثية. لقد عقدت اليوم في طرابلس اجتماعاً ايجابياً مع رئيس مجلس إدارة المؤسسة الوطنية للنفط المكلف مسعود سليمان. إن الحفاظ على سلامة المؤسسة الوطنية للنفط ودورها الفني أمر حيوي لوحدة ليبيا واستقرارها وازدهار الأجيال القادمة. وقد أكدتُ وفريقي على التزام #الاتحاد_الأوروبي بمساعدة ليبيا على إدارة مواردها من الطاقة بشكل مستدام مع تقليل الأثر البيئي إلى أدنى حد ممكن. كما ركزت مناقشاتنا أيضًا على تعزيز الجهود المشتركة لتطوير مصادر الطاقة المتجددة، وتعظيم الفوائد الملموسة للمواطنين والاقتصاد. ونحن نتطلع إلى تعزيز الشراكة في مجال الطاقة المستدامة بين أوروبا وليبيا.

Energy and renewables are key pillars of #EU-#Libya cooperation and a top priority in our triennial programming. In Tripoli today, I had an engaging meeting with NOC interim Chairman Massoud Sulieman. Safeguarding the integrity and technical role of the NOC is vital for Libya’s unity and stability, and the prosperity of future generations. My team and I reaffirmed the #EU’s commitment to helping Libya sustainably manage its energy resources while minimizing environmental impact. Our discussion also focused on strengthening joint efforts to develop renewables, maximizing tangible benefits for households and the economy. We look forward to advancing the sustainable energy partnership between Europe and Libya.

أجريت اجتماع ممتاز مع وكيل وزارة الدفاع معالي السيد عبد السلام الزوبي. بعد الاطلاع على آخر المستجدات حول العمليات الحالية، ركزنا على الجهود المشتركة لتعزيز الرقابة الفعالة على الحدود للتصدي للعصابات الإجرامية وتهريب البشر والاتجار بالبشر. وقد أطلعته على اجتماع روما البنّاء مع اللجنة العسكرية المشتركة 5+5، والحوار الجاري مع العملية @EUNAVFOR_MED Irini، ومشاركاتي في بنغازي. وقد أكدت على دعم #الاتحاد_الأوروبي الراسخ لتنفيذ اتفاق وقف إطلاق النار وتوحيد المؤسسة العسكرية بالتنسيق الوثيق مع الأمم المتحدة والشركاء ذوي التفكير المماثل. كما أثنيت على الجهود التي تبذلها ليبيا لإنقاذ الأرواح في البحر والصحراء. واتفقنا على تعزيز التعاون لتعزيز احترام حقوق الإنسان وأوضاع المهاجرين.

Excellent meeting with Deputy Minister of Defense H.E. Abdulsalam Al Zoubi. After an update on current operations, we focused on joint efforts to enhance effective border control to tackle criminal gangs, human smuggling, and trafficking. I updated him on the constructive Rome meeting with the Joint Military Committee 5+5, ongoing dialogue with Mission @EUNAVFOR_MED Irini, and my engagements in Benghazi. I reiterated the #EU’s firm support to the implementation of the Ceasefire Agreement, and the unification of the military institution in close coordination with the UN and like-minded partners. I also commended Libya’s efforts to save lives at sea and in the desert. We agreed to strengthen cooperation to promote the respect of human rights and migrants conditions.

فريقي وأنا انتهينا للتو من زيارة مثمرة للغاية إلى بنغازي. أجرينا مناقشات قيّمة مع مستشار الأمن القومي المستشار إبراهيم بوشناف، ورئيس لجنة الشؤون الخارجية بمجلس النواب السيد يوسف العقوري، والأمين العام للقيادة العامة الفريق خيري التميمي، ورئيس جامعة بنغازي الأستاذ الدكتور عزالدين يونس الدرسي. وبحثنا فرصًا اساسية لتعميق الشراكات والمبادرات المشتركة، مما يمهد الطريق لتعزيز الحوار والتعاون بين المؤسسات الأوروبية والليبية والمواطنين الأوروبيين و الليبيين. سنواصل البناء على هذا الزخم في الأشهر القادمة!

My team and I just wrapped up a highly productive visit to Benghazi. Valuable discussions with National Security Advisor Ibrahim Bushnaf, House of Representatives Foreign Affairs Chair Yousef Al Agouri, Secretary General of the General Command Khairi Tamimi, and Benghazi University President Prof. Ezzedine Younes Eddressi. We explored key opportunities for deeper partnerships and joint initiatives, paving the way for enhanced dialogue and cooperation between European and Libyan institutions and citizens. We will build on this momentum in the coming months!

Honored to meet with H.E. Field Marshal Khalifa Haftar during my visit to Benghazi. We had an insightful exchange on current developments, focusing on how the #EU can contribute to resolving #Libya’s political impasse and divisions, while preserving stability. We will explore opportunities for increased cooperation through EU programmes, including with a view to improving the management of the southern borders. I also conveyed the EU’s full support for newly appointed SRSG @HannaTetteh, emphasizing the importance of achieving unified, legitimate institutions and holding national elections.

Wonderful to be back in Benghazi—my team and I are deeply grateful for the warmest welcome. I had a very productive meeting with H.E. Eng. Belgasem Haftar, Chair of the Libyan Development and Reconstruction Fund. I was impressed by the progress in reconstructing Derna and surrounding areas, as well as in advancing Benghazi’s development. We identified practical ways for #EU programmes to support the Fund’s vision for the benefit of Libyan citizens. Reconstruction and development offer tremendous opportunities for European companies. We are committed to transforming these synergies into an ever growing, ever stronger EU-#Libya partnership.

كما التقيت ظهر اليوم في طرابلس بسعادة عمر تنتوش، رئيس لجنة التخطيط والمالية والموازنة العامة بمجلس النواب. ناقشنا التحديات الناجمة عن عدم وجود ميزانية موحدة. وبصفته رئيسًا مشاركًا لمجموعة العمل الاقتصادية، لا يزال #الاتحاد_الأوروبي قلقًا بشأن المخاطر المالية والاجتماعية والمخاطر المتعلقة بالاستقرار التي يتعرض لها الاقتصاد والأسر بسبب عدم التوصل إلى اتفاق بشأن الإنفاق المسؤول والشفاف على المستوى الوطني. وجددت دعوتي لجميع الأطراف المعنية إلى الاتفاق بسرعة للمضي قدما في هذه القضية البالغة الأهمية، وأكدت التزام الاتحاد الأوروبي بالدعوة وتقديم المساعدة لتخصيص الثروة الوطنية بشكل عادل وخاضع للمساءلة.

This afternoon I also met with H.E. Omar Tantoush, Chairman of the House of representatives’ Planning, Finance, and General Budget Committee in Tripoli. We discussed challenges arising from the absence of a unified budget. As co-chair of the Economic Working Group, the #EU remains concerned about the financial, social, and stability risks posed to the economy and households by the lack of agreement on responsible and transparent nationwide spending. I reiterated my call to all relevant stakeholders to swiftly agree on a way ahead on this crucial issue, and confirmed the EU’s commitment to advocate and provide technical assistance for a fair and accountable allocation of national wealth.
