Elon has been focused on businesses offering banking services without the "burdens" of banking regulations since the 1990s. Check out his statements back in the Cofinity/early PayPal days. Those of us who have been involved in FinTech for decades can tell you that he hasn't changed those opinions about financial services regulations for consumer protections. He has a clear vested interest in decapitating the CFPB as it's a primary regulator of digital payment services. In November the CFPB finalized its regulation for federal oversight of large digital payment systems, as called for in 12 U.S.C. § 5514. That rule wet into effect a just month ago, on January 9th. X does not meet the transaction thresholds *yet* to be regulated that way, but he's stated that's how he wants to grow the business, to make it "an everything app". That's much simpler to do without regulatory oversight and consumer safety protections.
