The bridge uses a connected truss design. It's a lot cheaper since the whole structure supports itself; an unconnected truss design has each element carrying its individual load and therefore requires a lot more structural support.

Unless they change how the game functions on PC with its heavy p2p/low server overhead, modding on GTAO on PC will always be rampant. I would guess Luna is maybe 10% of what's being used and was targeted easier because they were profit-seeking.
