Your argument is moot. USAID is under the supervision of the Secretary of State who, at the direction of the POTUS, is its administrator for now. Its funding remains. It's just that USAID expenditures are being more closely scrutinized. Being that Congress did not line item for what specifically or to whom specifically those various expenditures were destined means that the current administrator over USAID gets to make those determinations. Not unlike what Samatha Power did while she was its administrator.
