I can't imagine a reason why someone would learn Laravel before PHP. There is so much magic and so many helpers and conveniences in Laravel (not a bad thing) that for newcomer will be hard to understand what is what. For me, having a reasonable good PHP understanding before jumping into a fully-fledged framework like Laravel has helped me to pick up the framework farily quick.
