We're all sinners. We've all made poor choices. Law books stack to the ceiling in countless rooms. If you're creative, you can combine laws from different books to create a new "law". Thus, there's no one who hasn't broken some "law" if a determined prosecutor digs deep, long, and creatively interprets existing laws. This is why a prosecutor isn't supposed to start with the target and then find the crime.
