Today we opened the second underground school in Kharkiv. There are already 750 children studying here, and when we complete the second stage of construction, the school will accommodate almost a thousand pupils. I have been here often and watched every stage. We have thought through everything to the smallest detail: we have made the classrooms more spacious, the corridors wider, and equipped inclusive and resource rooms to make it convenient for both children and teachers. But there is something more important than numbers and technical solutions: the atmosphere. Today, one boy said: "It's better here than at home." At first, I didn't understand how this could be taken. But then I realised that this was probably the highest praise. It means that we have created a place where children feel safe and happy. At the same time, there is a painful truth. Children who have already finished primary school but are seeing each other live for the first time study here. Covid and the war have deprived them of the opportunity to study normally. So it is both joyful and sad... But the most important thing is that they are now together. The school was built to the highest safety standards thanks to funding from the Taiwanese government and support from international partners. We continue to work on expanding the network of such safe spaces. More than 6,000 children are currently studying in underground schools and the subway. And every step we take is about their safety, development, and education. It is about their dreams and future, which we have no right to deny them. ————— Сьогодні ми відкрили другу підземну школу в Харкові. Але потім усвідомив, що, мабуть, це все ж таки найвища похвала. Значить, ми створили місце, де діти почуваються захищеними й щасливими. Водночас є й щемлива правда. Тут вчаться діти, які вже закінчують початкову школу, але бачать одне одного наживо вперше. Ковід і війна забрали у них можливість нормального навчання. Тому це і радісно, і сумно... Але найважливіше, що тепер вони разом. Школа побудована за найвищими стандартами безпеки завдяки фінансуванню від уряду Тайваню та підтримці міжнародних партнерів. Ми продовжуємо працювати над розширенням мережі таких безпечних просторів. У підземних школах і метро зараз навчаються понад 6 тисяч дітей. І кожен наш крок - це про їхню безпеку, розвиток, освіту. Про їхні мрії й майбутнє, яке ми не маємо права їм не дати.

The twin city of Brno (Czech Republic) will give Kharkiv 20 trolleybuses. Mayor Igor Terekhov visited Brno on 13 January. There he held talks with the mayor of the city, Marketa Vankova. During the meeting, the parties discussed areas of further cooperation. Igor Terekhov noted that sister city relations between Kharkiv and Brno were established 20 years ago. During this time, many joint projects have been implemented, and after the full-scale invasion of Russia, the support of Czech partners has become especially valuable for Kharkiv. "I would like to thank the Czech people and personally the mayor of Brno for the comprehensive assistance we receive - political, humanitarian, financial and military. I am especially grateful for the public transport. Earlier, we received six trams from Brno, which are already operating in Kharkiv. And soon 20 trolleybuses will be sent to our city. This is a significant help, as a large part of the rolling stock was damaged or destroyed by shelling," said Igor Terekhov. According to him, all trolleybuses meet modern standards: they are low-floor and equipped with platforms for people with disabilities. In turn, Marketa Vankova stressed that despite the expansion of cooperation with other Ukrainian cities, Kharkiv remains a priority partner for Brno. We collected and analyzed data on Russian attacks on Kharkiv in 2024. Last year, the enemy shelled the city 318 times. With missiles, drones, and bombs. These explosions woke us up in the middle of the night, destroyed our homes, and took our lives. 94 dead, including three children. 1108 wounded, including 62 children. Destroyed families, torn fates, broken dreams. These are neighbors, friends, colleagues whom we will never see again. 2113 air raid alarms, which equals 3764 hours. That is 156 days. Almost six months without normal sleep, in constant fear for ourselves and our loved ones. The enemy sees no boundaries. His missiles do not choose between a school or a residential building, a hospital or a playground. For him, we are all just targets. But Russia does not understand the main thing: our spirit is indestructible! I congratulate Ms. Kristina Mikulova on her appointment as the Head of Regional Hub for Eastern Europe at the European Investment Bank! The EIB has been one of our key partners in the development of urban infrastructure for many years. It is thanks to this cooperation that even today, during the war, we are still able to consistently upgrade public transport: purchase new electric buses and rolling stock for the subway. Our next joint goal is to implement a large-scale program to restore residential buildings damaged by Russia and launch a pilot project in Ukraine to build social housing. October was another test for Kharkiv. Since Sunday, the Russian army has been shelling the city with rockets and bombs almost daily, sometimes several times a day. This night, a hit was recorded in a forest belt, but most of the attacks over the month have been on residential buildings. The air raid alarms sounded for 339 hours. If cont into days, this is two weeks. Unfortunately, there are children among the dead and wounded. The loss of every life is our common wound. We sympathize with all those who lost their loved ones. Despite everything, we remain strong. Together we will stand and rebuild our Kharkiv! ————————————————— Жовтень став для Харкова черговим випробуванням. Починаючи з неділі, російська армія щодня обстрілювала місто ракетами й бомбами, іноді — кілька разів на добу. Сьогодні вночі влучання зафіксували у лісосмузі, але більшість ударів за місяць припадали саме на житлові будинки. Повітряні тривоги лунали 339 годин. У перекладі на дні це два тижні. Russia continues its terror against peaceful civilians. Yesterday, an enemy air bomb hit a nine-story residential building. Rescuers spent the whole night trying to save those trapped in the rubble. But no miracle happened - the bodies of three victims were pulled out from under the rubble, two of them were children, boys aged 12 and 15. —————————————————— Росія продовжує свій терор проти мирного населення. Вчора ворожа авіабомба влучила у дев’ятиповерховий житловий будинок. Рятувальники всю ніч намагалися врятувати тих, хто залишився під завалами. Але дива не сталося — з-під руїн дістали тіла трьох загиблих, серед яких двоє — діти, хлопчики 12 і 15 років.

We are getting support from France in creating an ‘energy’ island. This is especially important in the context of preparing the city for the heating season. Currently, we are working in conditions that can only be compared to those at the beginning of a full-scale war. And Mr. Gaël Veyssière's understanding of the whole essence of Kharkiv's problems only adds to our confidence that future cooperation will be effective.

We have a difficult winter ahead of us. Despite our very serious level of preparation for it, the threat of Russian shelling is still real. And this cannot but cause concern. That is why today's event is particularly important: Kharkiv has signed a new agreement with the European Bank for Reconstruction and Development. The agreement provides 25 million euros in loans and 10 million euros in a non-repayable grant to support the city's budget liquidity. Such assistance is unprecedented in the EBRD's cooperation with Ukrainian communities, and it became possible only thanks to the long history of relations and the deep trust that the bank has in our city as a lender. These funds are an investment in the future of Kharkiv, in ensuring that life goes on here even under the burden of war. We will use them to support the work of specialized enterprises that provide utilities to Kharkiv residents and, most importantly, to complete the construction of a decentralized heat, water, and power supply system. This will ultimately significantly reduce the vulnerability of critical infrastructure to hostile attacks, make the city more energy secure, and curb tariff increases for the residents. Today we have selected the winners of the Architectural International Competition for the restoration of Northern Saltivka, initiated by the city together with the Norman Foster Foundation as part of the Master Plan Concept development. For us, this competition is not just about restoration. It is a unique opportunity to create a new Kharkiv - an ideal city of the future that will become a symbol of safety, comfort and modern living standards. The competition was attended by 258 participants from all over the world, and three participants, according to the jury, became the winners. I had the opportunity to get acquainted with most of the works, and believe me, each of them had its own peculiarity. Some had unique solutions for facades, others had extremely efficient shelters, and some offered innovative approaches to energy efficiency. All these elements are important, and we plan to combine them in the future. I thank the contestants for their fresh ideas! I thank our reliable partners - the UNECE and the German Government - for their financial and organizational support, as well as Lord Norman Foster for his faith in Kharkiv! The world needs to know that russia is bombing Ukraine and Kharkiv every day. And in these conditions, we are not just holding on, but looking for innovative solutions and implementing them. We are working to recover from the enemy attacks and maintain normal life in the city as much as possible. We are doing everything to ensure that those who were forced to flee from Russian bombs have a desire to return. This is exactly what I spoke about during my speech at the global security event FUTURE FORCES FORUM in Prague. By the way, from the first days of the war, the Czech Republic proved to be a true friend of Ukraine and our city. The assistance of the Czech government, public organizations, and businesses in the fields of medicine, heat and power, and transportation has been and is key for Kharkiv. And today it is extremely important that this cooperation continues. Especially in the area of cogeneration. After all, Czech companies are among the best manufacturers of the relevant equipment. Also at the forum, I was asked by representatives of different countries about the work of medicine, rescue services, preparation of shelters, implementation of inclusion programs, and the reconstruction process. This proves only one thing - in the future, our experience of going through the war will serve as the basis for the future security of the whole of Europe.

The meeting with the Mayor of Barcelona, Jaume Collboni, is another important step in strengthening cooperation between Kharkiv and Spain. We have discussed specific projects that can be implemented right now, especially in the areas of energy and infrastructure restoration in our city. By the way, Spanish companies are already actively involved, in particular, in tenders for the construction of new subway lines. I expressed my special gratitude to Mr. Jaume for supporting our children and IDPs who have found refuge in Catalonia. Now our common task is to do everything possible to ensure that everyone who was forced to leave can return to a safe and rebuilt Kharkiv. And yes, I am confident that the economic "bridges", which we are building today between our countries, cities and businesses lay a solid foundation for long-term cooperation in the future. At the beginning of the war, the Barcelona Chamber of Commerce organized 14 free charter flights to evacuate mothers and children from Ukraine. Its president, Josep Santacreu, said that in the first three months of the invasion, he spent more time with Ukrainians at work than with his family. Moreover, his parental home also became a shelter for our refugees. These are the actions of true friends of Ukraine. They demonstrate not only support but also a sincere desire to help the affected people. Today we had a very fruitful meeting where we signed a Memorandum of Cooperation between the Kharkiv Chamber of Commerce and Industry and the Barcelona Chamber of Commerce. During the day, russia attacked four districts of Kharkiv with guided aerial bombs at the same time: Nemyshlyanskyi, Kyivskyi, Saltivskyi and Shevchenkivskyi. As a result of these shellings, three civilians died: a resident of a multistory building in Northern Saltivka, an employee of a bread factory, a passer-by who was just standing near the football stadium. More than three dozen people were hospitalized with injuries of varying degrees of severity. And the victims would have been even more, but fortunately, some of the enemy bombs hit the open area. This is the third direct hit to a high-rise apartment building in the city in the last two weeks. Це вже третє пряме влучання у багатоповерховий житловий будинок міста за останні два тижні. Всього ж з початку вересня маємо 266 пошкоджених будинків, включно з приватним сектором.

The Norman Foster Foundation has launched an international competition the Kharkiv Regional State Administration revival and the public realm of the adjacent the Freedom Square. This is part of our joint work on the Master Plan Concept development in cooperation with the UN Economic Commission for Europe, Arup, Kharkiv architects and international experts. After a brief period of calm, Russia intensified its attacks on Kharkiv in August. As always, the enemy's new targets were civilian objects and ordinary civilians who were at home, walking in the street, or working at the time of the explosion. In addition, during the evening shelling on August 31, the enemy used such atypical weapons as the Grom-E1, a hybrid of a missile and a guided aerial bomb, for the first time during the war.

Yesterday, we received 13 powerful generators from France, an important resource for Kharkiv to get through the next heating season more or less smoothly. This transfer was preceded by a lot of joint work by both parties. Because finding certain equipment is one thing, but choosing exactly what meets the specific request and needs of our City in the face of constant russian shelling of the energy infrastructure is quite another.
