But I'm not a lawyer.

@AnalyticaCamil1 @SecDuffy Should clarify - Trump 2nd term - mostly blameless. Trump's 1st term exacerbated the problem with chaos and shutdowns and furloughs. The brinksmanship of the last decade has just been hobbling to FAA hiring since they have to furlough trainees if the govt shuts down.
