Personal thoughts on how we ended up with the full-scale war in Europe, which mistakes we can´t afford to repeat, what to bear in mind already now when should be preparing our post-war policies towards Ukraine and also towards Russia.
Perfect timing: Ukraine's power system has executed a controlled disconnection from the grids of Russia and Belarus, and is now operating autonomously under normal conditions. The assets of the main network are currently functioning without interruptions.
After 🇺🇦 journalists, activists, local officials, other civilians, 🇷🇺 has begun to abduct 🇺🇦 children. This, as well as their planned so-called “adoption” by 🇷🇺 families is yet another cynical, appalling violation of International Humanitarian Law. 🇷🇺 will be held accountable.
Both mouthwatering and eyewatering.

A rare personal remark, on the pipeline. It:
*damaged 🇪🇺-🇺🇦 relations more than anything;
*was the main topic at my credentials ceremony, normally a solemn event;
*was the reason I was summoned by the host government, the only time in my career.
I will not miss you, pipeline.
A very grave and clear assessment of genocide by very serious experts.
"What we have seen so far is that this war is genocidal in its nature, in terms of the language being used and the manner in which it is being executed. That's very, very clear."
Not white but clear yellow-blue smoke from Brussels: Ukraine is officially an EU candidate country! It is one of the most geopolitically loaded days of my life, as important as 1991 and 2004. 🇺🇦🇪🇺
One quarter of Ukrainians have already had to leave their homes because of the war. 3,3 million to other countries, 6,5 million inside Ukraine. Let that sink in. And let's do everything to intensify our humanitarian work.
Ukrainians have apparently called the looters, pretending to be from the shipping company and asked for receipts, telling Otherwise we need to send the goods back to Ukraine :-))
Hilarious. Belarusian moles within the KGB have shared with Ukraine the personal phone numbers of looting Russian soldiers looking to send their stolen wares back to Russia.
A beautiful and grateful gesture by
@ZelenskyyUa
to confer the honorary title of the Rescuer City to Rzeszów, a city in Poland that also offered temporary shelter to many Embassies who had left Kyiv.

🚨⚠️The disruption of exports is worsening an already catastrophic global hunger crisis.
this may have been the week when Moscow’s pressure campaign began to lose its potency. An indefinite shutdown of Nord Stream 1 was supposed to…send the wholesale price to new stratospheric levels.But by Wednesday wholesale prices fell below Monday’s level

thanks the EU for sanctions, weapons, financial support. But most importantly, for the hope the EU gives to the Ukrainian people.
Got a haircut in Tallinn by Nastya, who arrived from Kharkiv only 2 weeks ago. Facilitated by EU's Temporary Protection Directive, she's established in Estonia and employed. And brilliant in her work.
90% of Ukrainians believe that in 10 years time, Ukraine will be a prosperous EU country.
Even more stunning 96% are ready for temporary material difficulties to achieve it.
The determination of Ukrainians only continues to amaze.
With a group of European diplomats in recently liberated Izyum. Mass graves. Detention chambers. Much of the city destroyed. Less than a third of inhabitants remaining. Ukraine will get all our help to win the war and have Russian war criminals prosecuted.
I have by now received dozens of replies to this tweet saying these markers are also used for normal construction, geodetic works. Right. But these particular markers have appeared over the last 1-2 days. Guess how much construction, geodetic work goes on in Kyiv since 24.02?
And here are all EU Member States' Ambassadors in Kyiv today, discussing the situation and coordinating our contingency planning and support to Ukraine.
Diplomatic missions of EU & its Member States are not closing. They remain in Kyiv & continue to operate in support to EU citizens & cooperation w/ Ukrainian authorities.
Staff presence & travel advice are being adjusted in view of security circumstances.
The news we have been waiting for! The Ukrainian and Moldovan electricity grids are now sychronised with the Continental European grids. And fully disconnected from the Russian system.
The electricity grids of Ukraine and Moldova have now been successfully synchronised with the Continental European Grid. With mindboggling speed. Very important practical step for Ukraine 🇺🇦 and very important step for Europe 🇪🇺!

opinion on Ukraine’s EU membership application, due today. Cannot help recalling a similarly beatiful summer day 25 years ago when the Commission opened my native Estonia’s EU path. The same positive anxiety, the same feeling of history in the air.
The stakes could hardly be higher. Defeat would mean a failed state on EU’s flank & Putin’s killing machine closer to its borders. Success would mean a new EU member with 30m well-educated people, Europe’s biggest army, a large agricultural&industrial base
Today’s missile attack in the centre in Vinnytsya is another act of Russia’s increasing targeting of civilians in Ukraine. All these crimes will be thoroughly investigated and perpetrators will be brought to justice. The EU is cooperating closely with Ukrainian authorities on it.
Today, we commemorate the Heavenly Hundred, the fallen heroes of Maidan. They rose to defend Ukraine's right to determine its own fate as a European state. The sacrifice was not in vain. Ukraine is firmly on the EU membership path, and fights fiercely against Russia's aggression.
This year's Vyshyvanka Day is special. Particularly sad but also full of hope. Like the chainmail shirt mithril protected Hobbits who fought the orks, Vyshyvanka with culture and tradition vowen into it gives Ukrainians strength in their fight.
Need to keep a close eye on Kherson. Attempts to create any kind of "peoples republic", "ХНР" or whatever are pretty consistent with the Russian/Soviet century-old tradition of establishing "political" facts on the ground to have "legal" basis for further aggression or partition.
On this Day of Unity, the EU Ambassadors laid flowers to the Wall of Remembrance at Mykhailivski in Kyiv. We are united in paying tribute to all who have fallen in the war against the aggressor since 2014.
Our support to Ukraine is unwavering.

Ukraine's application to join the European Union, according to the art 49 of the Lisbon Treaty (stipulating that all European States who fulfil the criteria, can join).
On my last day as EU Ambassador to Ukraine, I recall some of most memorable moments from 2019-2023. About the spirit of Ukrainians, the invasion, visiting deliberated Kherson, cooking borscht and more. But most importantly, about the value and the price of freedom.
Today in EU-Ukraine relations:
@JosepBorrellF

@vonderleyen
says 🇺🇦is family,
@eucopresident
says 🇺🇦defends Europe. Some change of tone and of substance.
Oh, and there are new sanctions. Unfortunately, hard to fly to witness how banks open in 🇷🇺tomorrow.
3 groundbreaking decisions by
@ua_parliament
today: adoption of the anti-corruption strategy, ratification of the Istanbul convention, adoption of the EU-related framework law of waste management. A dynamic reform cycle to mark the decisive week on Ukraine's EU candidate status.
Am almost as excited, anticipating the recommendation today to start accession negotiations with Ukraine, as I was in 1997 when Estonia got the invitation.
Great to reconnect in Kyiv with
@DmytroKuleba
. Lots of things to discuss: EU's assistance, including weapons, the work on Ukraine's membership application, fighting Russian disinformation worldwide.
The sirens went on in Kyiv just now. Such is the human nature that it's hard to believe something so awful as an air raid can happen in this most beautiful spring day. But it can, the evil is out there. Going to the shelter.
Russian occupation forces had to abandon all ideas of a “referendum” in Kherson region due to the lack of any support. Why do they think that the now planned “passportizatsiya” will have better uptake? And in any case, nobody will recognize any acts of that kind, ever.
Today is the Day of the Armed Forces of Ukraine. These heroic men and women are resisting the

aggressor, bringing Ukraine's victory closer. The European Union is proud and humbled to support them with weapons and training. Слава Україні!

Record high support for NATO in Ukraine - 82%.
91% approve of the activities of President Zelenskyy
97% believe in victory in the war with Russia
74% believe Ukraine will retain all territories within its internationally recognized borders as of 1991.
“The assessment that providing a Marder is much safer than sending in a Leopard is flawed. War is dangerous, but Ukraine needs to finish the job. It should be given the tools it needs.”
My message to my Ukrainian friends on the Day of Europe:
Ukraine belongs to our European family. The EU and our partners will continue to fully support Ukraine’s fight for its sovereignty and freedom. Until Ukraine’s victory.
Слава Україні!

"The Battle for Southern Ukraine will likely hinge on control of Kherson region, which lies directly north of Crimea. It is no exaggeration to state that Ukraine’s future as a viable independent state may depend on regaining control over this region"

for meeting the Ambassadors of EU Member States this afternoon. Full support to Ukraine in this situation of the military, economic, psychological pressure by Russia. All EU Member States' Embassies continue to operate in Kyiv.
Massive air strikes across Ukraine, from early morning on. As if a reaction to
@ZelenskyyUa
highly successful visits to European capitals over the last days, where he was welcomed as a family member. Like with earlier such strikes, no chance to break Ukrainians’ resolve.

Horrified to learn about the death of Ukraine's Minister of Interior Denys Monastyrsky and his Deputy Yevhen Yenin. They were excellent cooperation partners and friends. My deepest condolences to the families and loved ones.

500 days of Russia's war against Ukraine. With the aim to deny Ukrainians their identity and the right to choose their own path. Thousands of people killed, heinous crimes committed, enormous destruction done. But Ukraine will withstand and win. To be free.
To my Ukrainian friends re:
* EU support: sanctions, military, humanitarian
* Temporary Protection Directive activated to help Ukrainians coming to EU
* EU projects reoriented all their work, support Ukraine's resilience
* Ukraine's application for EU membership: крига скресла.
Moreover:
66% of Europeans agree with banning Russian state-owned media;
64% support giving military equipment to Ukraine.
64% agree with the EU candidate status to Ukraine.
Feels fantastic to work on policies that enjoy such strong democratic legitimacy.

: For 🇺🇦 the aim of both fighting and talking is to ensure its continued development as a European, democratic country. Yet stopping that is exactly what Putin most desires…He literally doesn’t recognise the right of Ukraine to exist.
"The chilling truth is that tens of millions of Russians readily accept the Orwellian lies promoted by Kremlin TV and share the sentiments expressed by the country’s pro-war cheerleaders"
“EU would be saying it considers Ukraine a sovereign European country no different from France or Finland...That, of course, is the opposite of what Vladimir Putin believes, and a complete rejection of everything he is hoping to achieve with his invasion”
Back in 🇺🇦 after a short pause. In the coming weeks, the most important is to work on 🇪🇺-🇺🇦 Association agenda; on reform areas, highlighted in 🇪🇺 decision to grant 🇺🇦 the candidate status & on preparing for the winter. And always, do all in 🇪🇺 powers to help Ukraine win the war.
My message on Ukraine's 32nd Independence Day is a message of hope. Hope of victory in this horrible war, hope of restoration of Ukraine's territorial integrity, hope of justice being done to Russian war criminals. And of hope that Ukraine will become an EU Member State.
Today we light a candle to commemorate Ukrainians who perished in the Moscow-instigated
#Holodomor
. Today, Russia is again using food as a weapon. And it is trying to bomb Ukraine into darkness. None of this will succeed. The world stands with Ukraine. Слава Україні!
Indeed, maybe the most blatant of the Russian lies concerns the looming food crisis, affecting the most vulnerable in the world. Let it be clear: Ukraine cannot export its grain because Russia has militarily blocked the Black Sea ports. Period.
Russian disinformation on food security is an attempt to deflect blame and undermine global support for Ukraine. Find out more about Russia's disinformation narratives on the global food supply:
Another issue that will be/should be reflected on to learn for next crises: pre-emptive sanctions. The Ukrainian leadership pleaded hard for some sanctions to be introduced, to deter the aggressor. Citing legal and foreign policy grounds, these requests were always rejected.
AP on pre-war scepticism of intel. “At NATO, Germany initially blocked use of a system for helping Ukraine to acquire…military equipment. France and Germany also blocked NATO from launching an early crisis planning system…before relenting in December”

Exactly one year ago, it was an ordinary Sunday in Kyiv. Despite of the signs being there no panic, no stockpiling. One year later, heroic resistance, consolidation and a newly found confidence in the Ukrainian state.
Ja vapauden puutteeseen ja sääntotaloukseen ja ihmisoikeuttomuuteen jne, minkä kaikki tottuneesti otimme mukaan uuteen itsenäisyyteemme.
