Hmm, but Dr. Bawumia told us all the ‘ghosts’ on payrolls had disappeared because they lacked biometrics. Dealing with ghost names is complex, and simply linking payroll data with Ghana Card data doesn’t eliminate them—especially when insiders are involved. It was difficult to get people to understand this because, once the Ghana Card was mentioned, it seemed like all systemic problems magically vanished.

So where did ORAL get 200,000 ghost names from to estimate a $4.5 billion recoverable loot when the total NSS payroll, including suspected ghost names, was only 180,000? Even using the 200,000 figure and assuming each received GHS 715 monthly over 48 months, the total would still be under $500 million—not the $4.5 billion stated in ORAL’s presentation. This highlights how the over $21 billion estimate is grossly inflated and also why ORAL should have waited before putting out financial estimates
