I adjusted the brightness, contrast, gamma etc. The video was too poor quality to try much enhancement. I did adjust the sharpness a tad, but doing too much can make it even worse under these circumstances.

Also, it was a summer day. There is a heat signature emitting from the top of the tower, like when you see the heat coming off the hood of a car. That, plus the distance and low quality make it hard to see too much detail. But we can still see enough.
